As regards the form in which this adoption was made, I beg to state that it follows previously Ordinance No. 3 of 1854, under which that of Parliament were adopted.
no less than Nine Acts of Parliament were adopted by Title only, and made applicable to the Colony of Hongkong.
To the form of this Ordinance no objection was made, and it duly received the Royal Assent, as notified in Sir George Grey's Despatch No. 59 of 10th February 1855.
Ordinance No. 9 of 1856 is precisely similar in form. The abstract, and not merely the Title, of the Act of Parliament is given. This Ordinance has received confirmation by the last mail.
The present Attorney General also has not seen any objection to this mode of enactment, as will be observed on reference to Ordinance No. 5 of 1856, submitted for approval by Despatch No. 45 of 25th March last.
Under these circumstances then, and also considering that not only do the Ordinances work well in this shape, but the necessary delay, great labour, and heavy expense of printing in full Acts of Parliament...
